Fife Council - Lower Largo Retaining Wall Stabilisation Works - Road Closure

Fife Council Structural Services are planning works to the retaining wall that supports the Harbour Wynd Road adjacent to the Keil Burn at Lower Largo, please find our location plan attached. 

 

The retaining wall is bulging outwards from the road and requires stabilisation works to prevent further movement. The works will involve the installation of rock anchors through the retaining wall and into the bedrock below. While on site we are taking the opportunity to rebuild the random rubble wall adjacent to the road to increase the height and remove the existing aesthetically unpleasing steel wire and post arrangement.  

To undertake this work, we will need to close Harbour Wynd for the duration of the project; please refer to the image below, which depicts the extent of the closure.

We have planned the works to commence March 2027, with completion prior to the start of the tourist season in June.

 The specific arrangements for the closure are as follows:

 

  • Segregated pedestrian access will be maintained through the worksite.
  • Vehicle access will be maintained to the properties to either side of the closure.
  • We will consult with the owners of 'Bridgend House' at No 2 Harbour Wynd, which we understand is a holiday let.
  • We will consult with the owners of the Railway Inn, which receives its deliveries from the cellar door on Harbour Wynd, and the Crusoe. 
  • The 95 & 395 bus services will be diverted along Largo Road, which will affect the bus stops shown in the plan below with a red circle:

We understand that some of the above bus stops are used by high school children commuting to Anstruther, as well as the elderly and impaired. 

 

Presently we are considering the following options for the duration of the project, which have been listed in order of increasing cost:

  1. An on-demand taxi or 'dial a ride bus' service.
  2. A service bus for peak hours only, suspended for the Easter school holidays.
  3. A 20hr daily (either 5 or 7 days a week) minibus service. 

 

We would welcome your advice regarding suitable alternative arrangements that can be made for the Lower Largo community.
